Neurologist 's  Response
Your complains seems to be due to Local infection with associated meningitis. Are you diabetic? According to me you need to consult neurologist urgently to rule out any serious disease. Another less serious possibility may be cervical radiculopathy but it may diagnosed by examination and cervical imaging. Hope all comes out good.Wishing you good health.
