What Causes Swelling And Pain In Penis Of Toddler?

Earlier today my 17 month old was pulling at his diaper and said "pe pe", his word for penis. I asked him if he needed a new diaper and he said yes. I noticed it was a little red but he didn't complain about it. Tonight while bathing him I noticed it was swollen and red. There is no discharge. When I went to wash him he did push my hand away. Then after getting his diaper on he was holding his diaper and whining. Does anyone know what this is? I have called the doctor but can't get through to the after hour service yet. Just wondering if anyone has seen this before.

Thanks for the query.
The inflammed penis may be due to infection.
Maintain hygiene, give paracetamol for pain and fever(if present).
Consult doctor to give antibiotic cream.
