I think it is swollen lymph node it occurs due some infection at your toes or at the penis tip. Swelling may take some time to settle but pain will reduce in 24 hrs. In this type of situation I advice my patients to start antibiotics and continue taking pain killers with hot fomentation at the site. If pain and swelling increases within 48 hrs. than they should consult doctor to rule out abscess(pus filled) formation.
