What Causes Swelling In Nerve In The Neck Of A Child?

my son which is 3 and a half has veins on each side of his neck that are swollen (I think its the jugular). It started several months to a year ago maybe longer but it was just a bulge at the spot by the clavical bone. It now goes all the way up to the bottom of the ear. What could this be?
