What Causes Swelling, Redness And Tingling In Legs?

I am having a problem with swelling/redness/tingling in both lower extremities. Went to walk-in clinic and they prescribed compression stockings. Have not mastered getting them on and off yet. After about two hours they will wrinkle an are so painful that I have to remove them. I feel that I need to see a specialist but not sure who handles this type problem.
