What Causes The Bottom Lip To Be White In A 10 Month Old?

My ten month old's lip is white on his bottom lip. Not the entire lip, but the top and slightly inside. He was at the doctor this morning and their was nothing on his lip. It is not irritating him, nor are there any blisters. His bottom teeth are in and his top teeth are coming in. I dont believe it is formula residue as he has not had formula since 3 and his mouth is always wiped clean. There is no white on the inside of his mouth it is strictly on his lower lip. Any thoughts?
