What Causes The Cloudy Foam During Urination?

I have noticed this as long as i could remember that is at the age of 13 and I'm now 20. Whenever i poop, i see clear to cloudy sticky fluid at times accompany by urine but no pain. Also, when i erect for a while, before sex or with the thought sex, the fluid comes out but the penis does not flaccid also no pain. Please help me
