What Causes The Foreskin To Be Joined Again After The Circumcision?

Hi my son is 20 months and was circumcised at birth and tonight after his bath I noticed his forskin looks like it has joined back to the head of his penis and a small white ring of stuff is under it, it does not look like pus but I'm not sure what else it could be, it is not red or it doesn't look sore.

Welcome to HCM forum,
That is called as smegma and is normal. Nothing to worry. You just need to withdraw his foreskin gently and clean the area with clean water. Need not apply anything. If it persists or there is a suspicion of pus, then consult your doctor.
