What Causes Tingling Sensation In The Left Arm And Hand?

I had a pacemaker put in. in January of this year(2017). In the past month I ve had tingling only in my left arm and hand. Just today one of my children wanted to feel it. As I run their finger over it, I had a lot of tingling in my arm during and after they felt it. What do believe is happening?
