What Causes White Heads Below The Foreskin Of A Child?

Hi, I have a 4 and a half year old boy who is not circumcised. I clean his penis every other day with soap and water. He said it hurts and when i pulled the foreskin back he had three white heads. You had to pull the foreskin all the way back in order to see the white heads. Is this normal or does he have a infection?

There are some normal glands there that secretes an oily fluid (smegma) to keep the area lubricated. You may be referring to this only. If no pain or foul smelling discharge, nothing to worry
