What Could Be White Dry Powder On The Underpants Of Child ?

I found on my three year old son`s underpants, on the inside, in the front, penis area, white dry powder. it is washable. has been having it for 8 months now, the pee is clear, no signs of pbs when peeing, no pain, no redness, doctors don`t know what it is. do you have an idea, please? thank you

Hi,
It seems that due to lack of proper hygiene of penis there might be having collection of smegma under foreskin, became liquify and coming out and sticking on underpants.
Clean local part by averting foreskin of glans with running water while giving bath.
