What Could Cause A Child Of 5 Yrs To Constantly Touch Herself?

My grandaughter is five and she is consistantly touching herself and when we ask her why..she says it bubbles. No bubble bath. Pediatrician says he thinks it is a habit. Do you know why she continues to do this. Stopped for a while, but has started again.

Pediatrician 's  Response
She may be hypo sensitive in her tactile response. So she craves more of tactile sensations. You may brush her skin with different textured cloths, for ten minutes two to three times a day and see how she responds. When her sensory needs are met may be she will stop doing it.
