What Could Cause Difficulty In Urinating And Painful Intercourse?

My boyfriend has difficulty urinating, but also is experiencing pain during sex and peeling skin on the foreskin area of his penis. The pain was so bad he complained during intercourse and we had to stop. There is no discharge or blisters, was checked for infections, all came back negative. He told me he cannot even masturbate because it hurts. What could this possibly be?

The condition seems to be excess foreskin (phimosis) or balanitis. He needs clinical examination with an expert consultant surgeon.
