What Could Cause Restricted Arm Lifting?

Hi my name is Hayley, my brother in law has been taken into hospital because he is not able to lift his arms up, he has just been to the caribbean, the doctors at the hospital are unsure what the problem is and running tests, they are presuming it may be glandular fever at this time is there anything you may suggest?
