What Could Itchy, Swollen Feet With Red Patches On Foot Of A Child Indicate?

My 19 month old daughter started saying itchy and grabbing her feet. This seemed to start on Sunday night approximately. When I first looked at her feet, one looked slightly red but looked like nothing to be concerned about. She has begun waking up from naps and and at night, complaining of itchy feet and grabbing her heels. Now, when you look at her feet, the red has swollen up and looks irritated, its now on The red splotches have gotten much bigger and when you touch them, there are little red dots within the larger red patches on each foot instead of just one. I ve looked at pictures on line of fifth disease and athletes foot and even insect bites and it doesn t look like any of those things.
