What Could Pain During Urination With Blood In Urine Indicate?

I AM A 24 YEAR OLD MALE ABOUT TWO DAYS AGO THE INSIDE TIP OF MY PENIS STARTED HURTING WHEN I PEED. THERE WAS SOME BLOOD IN THE PEE ONCE OR TWICE BUT NOT NOW. I HAVE NOTICED THAT IF I PEE IN WATER OR PUT A LITTLE BIT OF WATER IN AND AROUND THE HOLE RIGHT BEFOR I PEE IT DOESNT HURT. WHAT SHOULD I DO?
