What Could Recurring Extreme Pain In Head Indicate?

My daughters father in law has been suffering from debilitating pain in his head, he went to the ER and they said he has shingles gave him a shot and sent him home. Took him again to another ER and they said he had a tight muscle in his neck, still the pain is unbearable, he has fallen several times, took him to another ER Hospital and they said he had suicide disease, he fell again and hurt himself really bad took him back to the ER and they gave him a shot and sent him home. How can we get him some help? He is in so much pain. He is not a drinker or smoker.

The recurring extreme pain in head may be having multiple possibilities such as:
- Chronic subdural hemorrhage
- Migraine
- Intracranial tumors
- Blood pressure changes related
