What Do Low Urine Output And Blood In Urine Indicate?

My mother in law (age 94) is in long term care at a facility in Honolulu. Last visit to her internalist, he did not request a blood test, she is diabetic, hypertension, bed sores. Her urine discharge is very low, blood in urine
This week she has developed problems talking, seems out of control, yelling, very little urine, family does not abide by her food restrictions, high fever. To date, no blood test has been done, but facility doctor has ordered a urine test.

Low urine output and blood in urine, along with other symptoms are indicative of kidney dysfunction. It might be going in for failure and hence needs hospitalization for further management.
