Orthopaedic Surgeon 's  Response
Dear Sir/Mam,
L4-5 disc bulge indicates that the balloon like soft material between your 4th and 5th lumbar vertebra is under strain and if the strain continues there is a high chance a disc prolapse. The ligamentum flavum hypertrophy causing spinal canal stenosis means that the thickkening of the ligament is causing a decrease in the space where your spinal cord rests causing pain in the lower back radiating down to the legs. I suggest you meet a neurosurgeon who would be able to help you. Hope this has helped you.
