Hello,

Welcome and thanks for your query.
Since your mother has fever with chills and there is a red rash, it is possible that she has cellulitis, an infection of the tissues in the skin and subcutaneous tissue. It may spread making her very sick especially if she has diabetes and she is bound to have low immunity at her age. Therefore it is better not to wait but to take quick action for prompt diagnosis and treatment. A visit to the emergency clinic would be a good idea.
