What Does A Pink Rash On The Lower Bicep Indicate?

My husband, 66yo, has developed a 1 X4 pink, painful streak on his lower bicep and now another smaller one on his upper arm. This began on Sun. and is getting increasingly more painful. It is on the same arm that he had been receiving Ketamine infusion therapy for CRPS. The last treatment was Sat. Could this be some kind of blood poisoning?
