What Does Cloudy Urine Indicate?

I am 21 years of age, 5'8 and weigh 140. I notice a few drops of what I believe is cloudy urine at the end of the stream. I have tested negative for all STDS, but have experienced 3 UTIS this year. Before and after intercourse I bathe and urinate. Nothing seems to work and I have no idea why I am having cloudy drops of urine, as well as very, very minor UTI symptoms. What could this be from?
