What Does Pain In The Neck Indicate?

My sister-in-law is seventy-six years old. She has been having pain in in her neck which she describes as a choking feeling. She has diabetes, and has been fighting high blood pressure for some time. She is trying to get an appointment with her cardiologist. This has been going on for several days. Do you think she should needs to go to an ER?
