What Does Persistent Screaming By An Infant Suggest?

My 8 month old daughter screama all the time it doesn t matter if you are in the same room as her and your talking to her she still screams. Her cries when she was born weren t loud at all there were times I would have to stand by the door just to see if she was crying. She isn t crawling or sitting up on her own yet and not even trying to stand up. I have had her to the doctor several times and the have no idea what is wrong with her. Please I need help my 3 old kids never screamed like this.
