What Genetic Condition Causes Limited Intelligence And Growth In A Child?

Hi. In advance: thanks for answering my question.
I would like to know the name of a genetic condition that makes a child's eyes look abnormally downward,his whole body hairy: especially his arms, his skin very itchy and limited intelligence and growth.

There are so many syndromic conditions which can cause slanting of eyes with subnormal intelligence,poor growth.One of those is Down syndrome.Hypothyroidism is another common condition and it can be treated with hormonal supplementation.
Proper diagnosis needs thorough clinical,radiological and laboratory evaluation.I suggest you to consult a pediatrician for the same.
