What Is Causing Soreness Of Clitoris?

My daughter age 9 has a sore clitiros. She has had it around 2 months, it is also slightly swollen with now a teeny spot/scab on it. She washes nearly every day in just water and I have been applying sudacrem. with all this it is ok, but as soon as I stop it gets worse again. any ideas please. Many thanks.
