What Is Causing The Teeth Eruption For My 3 Years Old?

My daughter, age 3, has a white coated tongue and pain in her gums, more specifically where her permanent backer molar will erupt and at a spot below one of her lower front teeth. She got her first baby tooth at 3 months and the other baby teeth followed pretty quickly. Does it have anything to do with teeth eruption?

At three years all temporary teeth are already in place & no new teeth is expected before 5 years. problem lies elsewhere.
