What Is The Pink Tissue On The Navel Of New Born Baby?

hello sir! my didi delivered a baby boy 1 and half month back! the baby has some tissue on his navel after so many days of birth also! we went to a doctor, he asked us to rub silver nitrate there... is it safe???
also one of my friends said that we can use beetle nut(supari) also. actually the baby has pink tissue on his navel.
help sir!
