What Might Cause A 6 Month Old Baby Not To Hold Her Head Up?

Hi, my nephew s 6 month old daughter cannot hold her head up. She also has trouble moving her arms and legs. She has been going for PT and just saw a neurologist yesterday. Test results, blood tests I think, will be in approximately a week. She had a difficult delivery and i think she was pulled on; midwife delivery. The neurologist gave no possible diagnosis, but was worried with his exam of her. What might cause her to not hold her head up? She is, thankfully, very alert, smiles, coos etc. Thank you. Jan

Ideally babies should develop head control by 3 months of age.
Further prognosis will depend if its isolated delay of only head control or generalized delay including social, language and fine motor.
