Why Does Not A 5 Year Old Wear Pants On Waist?

My 5yr old grandaughter has always had a very round stomach. She is well in herself, but refuses to wear anything around her waist, and any skirts and pants are always put under her stomach. I thought as she got older and more active this would go, but it hasn t and I am now concerned.
