Yes you can use otrivin S or any other Normal Saline Nasal Drops for colds and associated nasal blocks to your 7 month old baby.

Otrivin s can be used for children but dont use the adult formulation as it contains higher concentation of oxymetazoline which is high dose for your child, consult pediatrician for further details.
