Question : Could drinking a quart of wine a night (either red or white) cause a sensitive mouth and a rash on body?

Yes wine can cause allergic reaction, in the form of rash and sensitive mouth.
This can happen due to two reasons.
1. If you have taken a different brand of wine or have tried something new with it.
2. If you are on some medication, the wine might react with it and can cause rash.
