Question : MY DAUGHTER HAS A RASH THAT IS ITCHING AND IT HAS NOW TURNED INTO LITTLE WHITE TOPS. TAKING HOT SHOWERS HAS STOPPED THE ITCHING SOMEWHAT BUT NOW HER FACE FEELS LEATHER LIKE" AND IS ONLY RELEIVED AFTER APPLYING LOTION! ADVICE PLEASE

The fact that the itching is resolved with the use of topical hydrocortisone implies that it is likely an allergic reaction.

The leather appearance is due to thickening of the skin as a result of itching.

Using oral antihistamines along with the topical agents would be the best option eg benadryl, zyrtec, claritine, allegra.

In addition, if she does not know what she is allergic to, she should consider allergy testing
This can be in the form of blood tests or skin prick testing.

Skin prick testing would need to be done by a dermatologist or allergist but your GP can do the blood test for her.
