Question: Yes my husband has precancerous condition on his face and physician suggested he use neosporin, exzema essential for a while. Otherwise, try and find a dermatologist that isn't booked up for 6 months.
Is this a good cream to use?

If this is something suspicious which can be a skin cancer or melanoma malignum (do not really know what precancerous condition of the skin might be - usually skin changes can be cancerous or not, there is no such thing like precancerous lesion) no cream (including neosporin or exzema essential) will help. So giving it to you is a mistake.
