What Causes A Rash On The Left Ankle?

Question : I have a rash on my left ankle (inside) that does not want to heal - I have been to the dermatologist who has prescribe first a anti-fungal cream then a steroid cream. I just wondering why it is not wanting to go away - it seems peroxide is helping 'calm' it down. but just when I think it is finally going away - I see 'new' spots. I am starting to wonder if it is eczema?
