Brief Answer:
Vitiligo is the most probable reason.

Detailed Answer:
Hello!

Thank you for the query.

Such symptom or condition is called vitiligo. Simply this part of the skin has less pigment produced by melanocytes. The reason of this phenomenon remains unknown, however almost half of population can have such spots. It can be one or multiply spots. It can remain the same for tens of years. In some cases can get larger or appear in other skin areas. It is not contagious.
For treatment steroids creams and PUVA (light therapy) can be tried. However this treatment can increase skin cancer risk so you should consider if you really wont to try this treatment.
Dermatologist should be consulted.

Hope this will help. Feel free to ask further questions.
Regards.
