Question : I have two clusters of clear bumps on my penis that are hurting. When popped they have a clear fluid but scab. What are these?

The photo is not clear.please send clear photo and details.
Rash presence at other site,Inter course history, Partner history., duration, symptoms, first time or recurrent, treatment taken, water filled , grouped lesion, other disease etc
It appears to be due to herpes if they are water filled grouped lesion with pain.
