Bumps, Itchy On Clitoris, Producing Smegma. What Can Be Done?

For the past six months I have had horrible itchy bumps on my pubic area just above the clitoris. I don't shave. Have not had sex and don't have a yeast infection. My clitoral hood is also really itchy, but doesn't have bumps. In addition, I have been producing ridiculous amounts of smegma. I have tried washing with regular soap, feminine soap and without soap. Nothing helps. Although, I do get a small amount of relief on my clitoris for about 30 minutes after washing off the smegma. But, the bumps on the pubic area still itch really bad. The itching has been constant for six months.
