Can Elevated Platelet Count Cause Rashes And Inflammation On My Forehead, Chest And Hands?

I have had a severe rash for about 9 most.l presently was told my blood platelets we elevated. Could the rash and inflammation on the skin .the rash is also only on my forehead around my nose chest and hands

it may due to any infection or allergy.
