How To Treat A Raised, Itchy Rash On The Arm?

My mother who is 78 has a rash that was in a circle on her arm. It was red raised and itchy. I had whe put neosporin on it and it grew bigger now a month later her skin is really d Flakey and itchy farther up her arm and her arm is really wrinkly. She is stubborn and won t see a doctor. Any ideas of what it could be

Circle rash are usually related to a fungal infection called ringworm.
I suggest using an antifungal cream for local application such as Clotrimazole cream.
I also suggest using Fluconazole 150 mg for three days,9ne tablet a day.
