Involuntary Jerking Of Hands, Rashes Around Joints. Are These Related? Diagnosed As Pre-diabetic Stage

Yes, my hands seem to b jerking for no reason. It will jerk once and the leave and may not come back for an hour or more. Also I have had a rash around my joints for the last 6 months. Wondering if they might b connected? Just got diagnosed with being pre-diabetic which I ve never heard of. I thought either u r or u aren t! Thanks for your help!
