is it safe to have unprotected sex about 22 to 28days of mentsteral cycle, when tender breast begin to devlop on 23 day, is this a sign that my body is no longer in ovaulation phase, this happens every month for me like clock work, trying to understand natural family planning, I have 4 children, my husband and I do not want any more children at this time,

No, it’s not safe, there are good chances of conceiving even on the 22nd day of the cycle if you don’t have any underlying medical conditions. So I suggest you prefer protective sexual intercourse if you don’t want further pregnancies.
