Is White Skin Color For A Bandaged Area Normal?

I had carpal tunnel release surgery on the 15, went back to dr on the 21 to have bandage removed and was instructed to clean 3x day with peroxide and quips and then to apply and antibiotic ointment. The skin minus the purple tint from the surgical marker is white, almost like the color that your hands and feet turn if you have been soaking in water too long. Is this normal?
