Itchy Bottom Lips, Swelling, Bump. Applied Lip Chap. What Could Be This?

Hello,
Literally seconds ago my bottom lip started getting itchy and when i scratched it continuously, it started swelling a little and now there is a bubble-like bump. i put lip chap on it just to ease the tingle and the itchiness, and now i'm just waiting for the swelling to go down. what's wrong? i don't think this has happened before, not without a cause. and i also have pretty dry lips... help!
