my 8yo son has an itchy rash on one side of his penis under the head. it almost looks a little like eczema. what can I treat it with ?

Itchy rash, could be due to an allergic reaction or a fungal or bacterial infection. Hence  I would suggest you to get the help of a Dermatologist. The lesion shall have to be examined and then the necessary treatment initiated depending on the diagnosis.
