MRI Shows Central Annular Bulging, Paracentral Annular Protrusion Causing Moderate Right-sided Foraminal Stenosis. Could It Cause Radiating Pain In Shoulders?

I had a patient hit me in the face back in 2000. He dislocated the discs that sit at my TM joint and caused two bulging discs in my neck. I have suffered with pain on and off since then , but dealt with it as I best I could. This year I woke up and couldn't turn my neck . The doctor did an MRI showing C4-C5 minimal central annular bulging and C6-C7 central & right paracentral annular protrusion causing moderate right-sided foraminal stenosis. Would this cause radiating pain into my shoulder and around to my clavicle on the right side ?
