hi
understand your feeling
pain ,burning and itching in both legs below knees, usually implies that problem is not localised to legs..if not have any other complaints in legs
does he have any other health issues like diabetes, contact or allergic dermatitis, his profession,,,
does he kneel down or bend or touch knees to ground or any object in his work or home..
does he had any back ache, his lumbar and sacral spine confirmed to be normal after mri by neurologist ruling out any compression or irritation of nerve fibres supplying that particular area,,
have you tried anti allergic, steroid, capsacin creams..
sorry to ask does he has any stress, lots of thinking or emotional instability..

consult a neurologist , orthopaediacian and if possible psychiatrist for a group discussion to solve the issue..
bye take care
