Hi,
Thank you for asking question on health care magic
Your history suggests that she is suffering from asthma.
When inhalation is of no use better get her to your doctor again.
He may advice admission to a hospital or nebulisation with steroids as well as beta agonists like Salbutamol.
Hope this answer will serve your purpose
Please feel free to ask any more queries if required
Take care
