If there is lump on knee cap as well if it is increasing in size it has to be evaluated properly. I suggest to take secondary opinion from one more docor also. Here as per my opinion doctor may decide for excition surgery and then evaluation is must to check it should not be cancerous. If it is cancerous then again whole body scaning has to be done if it is not then nothing to worry just do strengthening exercise of knee and keep using cold pack to reduce the inflammation at knee level.
Usually lump over the knee will not be cancerous and it may be just accumulation of fluid also. But with out observation and proper testing it is difficult so here I have given generalise guideline.
Taka care.
