Suggest Treatment For Red Rash In Groin Area

hi I have had this rash in my groin area that comes and goes it usualy is bumpy red and dry and smooth in the middle. this is my second or third time getting it within a year and i am starting to get worried about it. I think it might be an infection or be from irritation but i dont know. If its an infection is ther e anyway i can cure it without medicine? I am a male age 15. Little bit off topic how are you able to do this without worry about getting your licensed revoked and malpractice? I have seen on many tv shows and read a lot that its dangerouse for doctors to do this type of stuff.
